On July 14, 2025, in New York City, at the office of the Permanent Mission of Turkmenistan to the United Nations, a signing ceremony of the Joint Communiqu&eacute; on the establishment of diplomatic relations between Turkmenistan and the Republic of Rwanda took place.

Before the signing ceremony, a meeting was held between the Permanent Representative of Turkmenistan to the UN Aksoltan Atayeva and the Permanent Representative of the Republic of Rwanda to the UN Martin K Ngoga, during which the prospects for the development of both bilateral and multilateral relations were discussed.

In addition, Ambassador A.Atayeva, on behalf of the Government of Turkmenistan, once again invited the Government of Rwanda to participate in the upcoming Third UN Conference on Landlocked Countries (LLDC3) at a high level.

Diplomatic relations have been established between Turkmenistan and the Republic of Rwanda

On July 15, 2025, Ambassador Extraordinary and Plenipotentiary of Turkmenistan to the People&#39;s Republic of China P. Durdyev held a meeting with the President and Chairman of the Board of Directors of the AIIB Jin Liqun.

At the beginning of the meeting, Jin Liqun shared the bank&#39;s experience of interaction with Turkmenistan and expressed interest in further expanding cooperation. The head of the bank announced his intention to take part in the Third Conference of Landlocked Developing Countries (LLDC3), which will be held in the Avaza National Tourist Zone from August 4 to 8, 2025. He also said that the AIIB plans to organize its exhibition pavilion at this event.

During the meeting, which was held in a warm and constructive atmosphere, the parties discussed promising areas of bilateral cooperation. The Turkmen side also presented information on the country&#39;s current foreign policy and its international activities.

On July 15, 2025, a meeting was held between Deputy Minister of Foreign Affairs of Turkmenistan Myahri Byashimova and Ambassador Extraordinary and Plenipotentiary of the United Arab Emirates to Turkmenistan Ahmed Al-Hai Hamad Khamis Al-Hameli.

The parties discussed key aspects of cooperation between Turkmenistan and the UAE. An exchange of views also took place on issues related to preparations for the Third UN Conference on Landlocked Countries (LLDC3).

Telephone conversation took place between the heads of the foreign policy agencies of Turkmenistan and the Republic of Cyprus

On July 13, 2025, the 10th edition of the Children of the Commonwealth international cultural and educational forum was held in the National Children&#39;s Educational and Health Center &quot;Zubrenok&quot;, in which a delegation from Turkmenistan took part.

The organizers of the event were the Interparliamentary Assembly of the CIS and the Council of the Republic of Belarus with the support of the Interstate Fund for Humanitarian Cooperation of the CIS countries.

10th edition of the Children of the Commonwealth international cultural and educational forum was held in Minsk

On July 14, 2025, a two-week training course &ldquo;Caspian Sea &ndash; Sustainable Development and Management&rdquo; started in Ashgabat, organized by the Ministry of Foreign Affairs, the Oil and Gas Complex and the Caspian Sea Institute of Turkmenistan in cooperation with the International Ocean Institute (IOI).

The course participants include environmentalists, diplomats, border guards, oil industry specialists, hydrometeorologists, hydrographers, lawyers, economists, transport sector workers, representatives of the fishing industry and other relevant specialists from Turkmenistan, the Republic of Azerbaijan, the Islamic Republic of Iran, the Republic of Kazakhstan and the Russian Federation, whose professional activities are related to various aspects of the Caspian region.

The opening ceremony of the course was attended by the Managing Director of the IOI Antonella Vassallo, the UN Resident Coordinator in Turkmenistan Dmitry Shlapachenko, the Director of the training course Parvin Farshchi, and the Honorary President of the IOI Awni Behnam addressed the audience via video link.

Training course "Caspian Sea - Sustainable Development and Management" started in Ashgabat

During the past week, 14 transactions were registered at the State Commodity and Raw Materials Exchange of Turkmenistan. For foreign currency, entrepreneurs from Afghanistan and Uzbekistan purchased base oil (produced by the &ldquo;T&uuml;rkmennebit&rdquo; State Concern), liquefied gas, and sodium chloride (produced by the &ldquo;T&uuml;rkmenhimi&yacute;a&rdquo; State Concern).

Additionally, for foreign currency, representatives of business circles from Serbia, the United Arab Emirates, and Afghanistan purchased unrefined dried licorice root, dyed fabrics, men&rsquo;s shirts, and Portland cement. The total value of the transactions exceeded 1 million 471 thousand US dollars.

Domestic entrepreneurs purchased thick licorice root extract, base oil, aerated concrete blocks, cotton soapstock, and fatty acids from raw cotton for the domestic market. The total amount of these purchases exceeded 5 million 818 thousand manats.

14 Transactions Registered at the State Commodity and Raw Materials Exchange of Turkmenistan Last Week

On July 13, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, Gurbanguly Berdimuhamedov, held a meeting of the State Organizing Committee dedicated to the preparations for the Third United Nations Conference on Landlocked Developing Countries (LLDC3), scheduled to take place in the National Tourist Zone &ldquo;Awaza&rdquo; from August 4 to 8, 2025. During the meeting, organizational matters for the high-level international forum and accompanying events were discussed, the work completed so far was evaluated, and upcoming tasks were clarified.

Members of the Government, heads of ministries and departments participated in the meeting.

Addressing the participants, Hero-Arkadag emphasized that Turkmenistan&rsquo;s ministries and agencies are taking necessary measures in preparation for this significant international event.

It was noted that matters related to the Conference are being discussed comprehensively within the framework of meetings of the State Organizing Committee, in connection with the declaration of 2025 as the &ldquo;International Year of Peace and Trust&rdquo; and the 30th anniversary of Turkmenistan&#39;s neutrality.

Hero-Arkadag highlighted that the UN General Assembly, during its 79th session on April 11, 2025, adopted a resolution to hold the Conference in Turkmenistan, co-sponsored by 57 countries.

Furthermore, on July 4, 2025, the President of Turkmenistan signed a Resolution on the organization of the Third UN Conference on LLDCs, instructing that the Conference and its side events be held at a high level.

A draft Agreement between the Government of Turkmenistan and the United Nations regarding the organization of the Conference was also developed and signed by the Minister of Foreign Affairs.

Hero-Arkadag emphasized that the upcoming Conference, jointly organized by Turkmenistan and the UN, will include a wide array of political, diplomatic, economic, cultural, and humanitarian events lasting five days.

It is expected that leaders of 32 countries, heads of governments, UN Secretary-General and Deputy Secretaries-General, as well as representatives from international organizations, legislative bodies, financial institutions, civil society, and the private sector, will participate.

The agenda includes: opening and closing ceremonies, five thematic high-level roundtables, seven high-level forums (South&ndash;South Cooperation, Parliamentary, Private Sector, Civil Society, Youth, Women Leaders, Connectivity), side events organized by participating countries and international bodies, exhibitions, Central Asian National Days with concerts, and an official banquet.

Hero-Arkadag identified necessary measures such as strict compliance with Presidential instructions, preparation of infrastructure and venues in Turkmenbashi, coordination with the UN Secretariat, forming the Turkmen delegation, planning exhibitions and cultural events, and assigning responsible ministries.

Special attention was given to hospitality arrangements, transport logistics (including ambulance readiness), food supply, medical services, and maintaining public order.

Hero-Arkadag stressed the importance of media coverage improvement and high-level organization of cultural events like the Friendship Concert and National Cuisine Festival.

Following the meeting, Hero-Arkadag inspected uniforms for volunteers, noting that they must be climate-appropriate, visually appealing, and of high quality. Suggestions were made to further refine uniforms for medical staff and service workers.

He also reviewed the design of shuttle buses to be used during the Conference, stressing that the visuals should reflect the spirit and historic significance of the event.

Preparations for the Third UN Conference on Landlocked Developing Countries Discussed in Awaza

In the first half of the current year, Turkmenistan produced 38.9914 billion cubic meters of natural gas and 4.0915 million tons of oil.

These figures were announced at the expanded meeting of the Cabinet of Ministers held on July 11, where the results of the country&rsquo;s socio-economic development for the first half of 2025 were reviewed.

&ldquo;Significant achievements were recorded in key sectors. Natural gas production reached 38.9914 billion cubic meters, and oil output amounted to 4.0915 million tons. Nearly 39 billion cubic meters of gas and over 4 million tons of oil produced in Turkmenistan in January–June

On July 12, in the Central Building of Turkmenistan&rsquo;s oil and gas complex, an industry meeting was held to review the results of the sector&rsquo;s enterprises for the first half of the current year &mdash; the International Year of Peace and Trust. During the meeting, participants discussed the tasks set by President Serdar Berdimuhamedov for the oil and gas sector at the Cabinet of Ministers meeting held on July 11 via digital format, where the results of all economic sectors for the reporting period were reviewed.

Meeting at the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship

The Agency for Transport and Communications under the Cabinet of Ministers of Turkmenistan has been abolished. The agencies subordinate to it &mdash; &ldquo;T&uuml;rkmendemir&yacute;ollary,&rdquo; &ldquo;T&uuml;rkmenaragatnaşyk,&rdquo; and &ldquo;T&uuml;rkmenawtoulaglary&rdquo; &mdash; ceased their activities. Based on them, the Ministry of Railway Transport of Turkmenistan, the Ministry of Communications of Turkmenistan, and the Ministry of Motor Transport of Turkmenistan have been established, respectively. In addition, the &ldquo;T&uuml;rkmenhowa&yacute;ollary&rdquo; and &ldquo;T&uuml;rkmendeňizder&yacute;a&yacute;ollary&rdquo; agencies have been renamed as the State Service &ldquo;T&uuml;rkmenhowa&yacute;ollary&rdquo; and the State Maritime and River Transport Service of Turkmenistan and placed under the authority of the Cabinet of Ministers of Turkmenistan.

The relevant decree was signed by President of Turkmenistan Serdar Berdimuhamedov at the extended session of the Cabinet of Ministers on July 11, where the results of the work completed during the first six months of the current year were reviewed.

According to the document, the &ldquo;T&uuml;rkmenhowa&yacute;ollary&rdquo; and &ldquo;T&uuml;rkmendeňizder&yacute;a&yacute;ollary&rdquo; agencies were renamed as the State Service &ldquo;T&uuml;rkmenhowa&yacute;ollary&rdquo; and the State Maritime and River Transport Service of Turkmenistan and were transferred to the jurisdiction of the Cabinet of Ministers of Turkmenistan.

The Ministry of Railway Transport of Turkmenistan, the Ministry of Communications of Turkmenistan, and the Ministry of Motor Transport of Turkmenistan were identified as legal successors of the &ldquo;T&uuml;rkmendemir&yacute;ollary,&rdquo; &ldquo;T&uuml;rkmenaragatnaşyk,&rdquo; and &ldquo;T&uuml;rkmenawtoulaglary&rdquo; agencies, respectively.

The decree also states that the Ministry of Railway Transport should have two deputy ministers, the Ministry of Communications &mdash; three deputy ministers, the Ministry of Motor Transport &mdash; two deputy ministers, the Chairman of the State Service &ldquo;T&uuml;rkmenhowa&yacute;ollary&rdquo; &mdash; two deputies, and the Chairman of the State Maritime and River Transport Service &mdash; two deputies.

The decree also requires that the Ministry of Railway Transport, the Ministry of Communications, the Ministry of Motor Transport, the State Service &ldquo;T&uuml;rkmenhowa&yacute;ollary,&rdquo; and the State Maritime and River Transport Service, in cooperation with the Ministry of Finance and Economy of Turkmenistan, the Ministry of Labor and Social Protection of the Population of Turkmenistan, and the Ministry of Justice of Turkmenistan, within one month:

Prepare and submit to the Cabinet of Ministers draft regulations on the Ministry of Railway Transport, the Ministry of Communications, the Ministry of Motor Transport, the State Service &ldquo;T&uuml;rkmenhowa&yacute;ollary,&rdquo; and the State Maritime and River Transport Service, including the structure of their central offices, staffing tables, and salary scales for their leadership.

This decree was adopted with the aim of further improving the management system of the country&rsquo;s transport and communication sectors.

The Agency for Transport and Communications under the Cabinet of Ministers of Turkmenistan Abolished and New Ministries and Services Established

At the extended session of the Cabinet of Ministers held on July 11, where the results of work carried out in the first half of the current year were reviewed, President of Turkmenistan Serdar Berdimuhamedov signed relevant decrees.

According to the decrees:

Mammet Velmammedovich Akmammedov has been appointed Minister of Railway Transport of Turkmenistan.

Hadjymyrat Shyhmyradovich Hudaygulyyev has been appointed Minister of Communications of Turkmenistan with a six-month probation period.

Begench Meretgeldiyevich Annadurdiyev has been appointed Minister of Motor Transport of Turkmenistan.

Dovran Reimbayevich Saburov has been appointed Chairman of the State Service &quot;T&uuml;rkmenhowa&yacute;ollary&quot;.

Azat Hallyyevich Shanazarov has been appointed Chairman of the State Maritime and River Transport Service of Turkmenistan.

According to the relevant decree signed by President Serdar Berdimuhamedov on July 11, the Agency for Transport and Communications under the Cabinet of Ministers of Turkmenistan was abolished. The subordinate agencies under this body &mdash; &quot;T&uuml;rkmendemir&yacute;ollary&quot;, &quot;T&uuml;rkmenaragatnaşyk&quot;, and &quot;T&uuml;rkmenawtoulaglary&quot; &mdash; ceased their operations. Based on them, the Ministry of Railway Transport, the Ministry of Communications, and the Ministry of Motor Transport of Turkmenistan were established respectively.

Additionally, the &quot;T&uuml;rkmenhowa&yacute;ollary&quot; and &quot;T&uuml;rkmendeňizder&yacute;a&yacute;ollary&quot; agencies were renamed as the State Service &quot;T&uuml;rkmenhowa&yacute;ollary&quot; and the State Maritime and River Transport Service of Turkmenistan and were placed under the authority of the Cabinet of Ministers of Turkmenistan.

President of Turkmenistan Appoints Heads of Newly Established Ministries and Agencies

The dates for the 2025 admission campaign to higher and secondary vocational educational institutions in Turkmenistan have been officially announced.

On July 11, 2025, during an extended meeting of the Cabinet of Ministers, President of Turkmenistan Serdar Berdimuhamedov signed a corresponding Resolution. According to the document, the admission plan for higher and secondary vocational educational institutions of the country for the 2025 academic year, as well as the composition of the State Commission for Admission to these institutions, were approved.

It was also instructed to continue scientific research, develop industrial sectors on a scientific basis through the integration of science and production, and to expand international cooperation in this field.

The administrations of the velayats, as well as the cities of Ashgabat and Arkadag, were instructed to create the necessary conditions for the proper functioning of the working groups responsible for student admission to higher and secondary vocational educational institutions of Turkmenistan.

In addition, according to another Presidential Resolution:

the 2025 admission plan for higher educational institutions in the velayats and the cities of Ashgabat and Arkadag was approved;

the 2025 admission plan for secondary vocational educational institutions of Turkmenistan was also approved.

The admission campaign to Turkmenistan&rsquo;s higher and secondary vocational educational institutions will be conducted from July 14 to August 25, 2025.

It was also established that the entrance exams will be held at the locations of the respective educational institutions.

Dates Announced for Admission to Higher and Secondary Vocational Educational Institutions in Turkmenistan

A new edition of the &ldquo;National Program of the President of Turkmenistan for the Transformation of Living Conditions of the Population in Villages, Settlements, District Towns, and District Centers for the Period Until 2028&rdquo; has been approved. The corresponding Decree was signed by President Serdar Berdimuhamedov of Turkmenistan on July 11 during an extended meeting of the Cabinet of Ministers, where the results of work completed in the first half of the current year were summed up.

The document was adopted in the Era of Revival of the New Epoch of the Powerful State to further improve the living standards of the population in the regions and successfully implement the set objectives in accordance with the National Program of the President of Turkmenistan for the Transformation of Living Conditions of the Population in Villages, Settlements, District Towns, and District Centers for the Period Until 2028.

Approved: New Edition of Turkmenistan's National Rural Program for the Period Until 2028

Employees of the &ldquo;Ekerem&rdquo; department of the &ldquo;T&uuml;rkmennebit&rdquo; State Concern in Balkan province exceeded drilling targets by 2,677 meters as part of the development of the region&rsquo;s oil and gas fields.

According to the &ldquo;T&uuml;rkmenistan&rdquo; newspaper, in the first six months of this year, drillers bored 24,369 meters of rock against a planned 21,692 meters, which amounts to 112.3% of the target.

Out of the total volume of work, 21,169 meters were drilled for production purposes and 3,200 meters for exploration. Specialists are placing special emphasis on the development of the Uzynada field, where work is progressing at a rapid pace.

The achieved results align with the implementation of the &ldquo;Program for the Development of Turkmenistan&rsquo;s Oil and Gas Industry until 2030,&rdquo; which provides for attracting foreign investment and introducing modern technologies to increase hydrocarbon production.

Drillers in Balkan Province exceeded oil production plan by 112% in the first half of the year

On July 10, 2025, a telephone conversation took place between the Minister of Foreign Affairs of Turkmenistan Rashid Meredov and the Minister of Foreign Affairs of the Republic of Belarus Maxim Ryzhenkov.

During the conversation, the parties discussed the current state of Turkmen-Belarusian cooperation and expressed interest in further strengthening bilateral relations.

On September 16, a regular meeting of the Intergovernmental Coordinating Council on Seed Production of the CIS (ICCC CIS) was held in the capital&#39;s Yyldyz Hotel, which was attended by representatives of relevant ministries and departments, research and production centers of the Russian Federation, Belarus, Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan, Turkmenistan and other states, as well as the Executive the CIS Committee.&nbsp;

During the meeting, a wide range of issues related to the further development of cooperation in the agricultural sector were discussed in a hybrid format.

Deputy Chairman of the ICCC of the CIS, Doctor of Sciences, Academician Ivan Kuzmin stressed the fruitful nature of the interaction of this organization with Turkmenistan, which is implementing fundamental reforms in the agro-industrial complex.

Chairman of the Council, Deputy Minister of Agriculture and Food of the Republic of Belarus Vladimir Grakun, who then spoke, noted that the further development of breeding and seed production in the Commonwealth countries is important for the agricultural industry, in particular, in the production of products and ensuring its competitiveness in world markets.

Ilkhom Nematov, Deputy Secretary General of the CIS Executive Committee, addressed the participants of the meeting on digital communication, who noted that Turkmenistan, being an active participant in the integration process in the Commonwealth, is a steadily developing country and always responsibly approaches the holding of CIS events on its territory.

Taking into account the priorities of the policy pursued by President Serdar Berdimuhamedov, large-scale transformations are being carried out in agriculture, contributing to strengthening food security and the country&#39;s export potential.

Specific measures are being taken to increase agricultural production, including through the rational use of land and water resources, increase crop yields, the introduction of modern technologies, and the latest achievements of agricultural science.

During the meeting, information was heard on the state of affairs in the field of crop breeding, variety testing, seed production, nursery production and provision of seeds, seedlings of grapes and fruit trees in the Commonwealth countries.

Turkmen scientists and specialists are carrying out appropriate work to increase crop yields, introduce scientifically based crop rotation, and increase agricultural production. In this regard, it was noted that Turkmenistan is open to broad international cooperation and exchange of best practices in the agro-industrial sector, which meets the interests of general well-being.

At the same time, the importance of the fruitful partnership established within the framework of the Commonwealth in the supply of varietal and hybrid seeds, planting material for fruit and berry crops and grapes, which serves the sustainable development of agro-industrial production in the member countries, was emphasized.

In this regard, a significant role is assigned to the creation of an information and analytical system for seed management in the CIS, which is designed to further strengthen mutually beneficial cooperation in the agricultural sector and interstate integration ties.

The subject of special consideration was the issues of cooperation within the CIS in the field of breeding and seed production of potatoes, winter wheat, cotton, as well as pest control and diseases of agricultural crops.

The meeting participants were greatly interested in the report on the creation of a seed-growing association of vegetable and berry crops in the Commonwealth countries, which will allow the formation of a powerful breeding and seed industry, involving its members in this work.

The speakers also noted that Turkmenistan, being an associate member of the Commonwealth of Independent States, takes an active part in its activities. Cooperation within the framework of the Intergovernmental Coordinating Council on Seed Production in the CIS is becoming increasingly effective. Our country aims to continue fruitful partnership, advocating the coordination of joint activities in the field of breeding and variety testing, taking into account soil and climatic conditions, for strengthening mutually beneficial contacts in the fields of seed production and interstate supplies of varietal seeds.During the meeting, President of Turkmenistan Serdar Berdimuhamedov and the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov expressed deep gratitude for the assistance provided in organizing the current meeting, creating all conditions for fruitful collaboration.

As part of the current event, an exhibition of agricultural products was launched at the International Science and Technology Park of the Academy of Sciences of Turkmenistan.
