A group of students from the Yagshygeldi Kakayev International University of Oil and Gas is undergoing an academic-industrial internship from June 29 to July 20, 2025, at China University of Petroleum in Beijing.

The visit is organized to familiarize students with the operations and experience of the China University of Petroleum and the China National Petroleum Corporation (CNPC). For the three-week training, the Chinese university has prepared a special program that includes visits to laboratories, training centers, and the university&#39;s museums.

Students are participating in short-term courses on topics such as &ldquo;Fundamentals of the Chinese Language,&rdquo; &ldquo;Chinese Culture,&rdquo; &ldquo;Green Energy and Carbon Emissions Reduction,&rdquo; &ldquo;The Future of Oil and Gas,&rdquo; and &ldquo;The Future of Energy Cooperation along the Silk Road.&rdquo; The courses are taught by leading professors of the Chinese university.

As part of the internship, the students will visit CNPC and its production facilities. Turkmen guests will also go on excursions to the China Geological Museum, the China Science and Technology Museum, and the Great Wall of China.

The internship program for Turkmen students is carried out on the basis of Memorandums of Understanding signed in 2023 between the Yagshygeldi Kakayev International University of Oil and Gas and both the China National Petroleum Corporation and the China University of Petroleum. A new issue of the quarterly scientific-practical journal Democracy and Law, prepared for publication by the Institute of State, Law and Democracy of Turkmenistan, has been released.

Published in Turkmen, English, and Russian, the journal highlights the main directions of Turkmenistan&rsquo;s state policy and international legal cooperation.

The issue opens with a speech by President Serdar Berdimuhamedov delivered at the First Summit &ldquo;Central Asia&ndash;European Union&rdquo; held on April 4, 2025, in Samarkand, Republic of Uzbekistan. Friendship Festival to Be Held in Awaza

On July 7, President of Turkmenistan Serdar Berdimuhamedov held a working meeting via digital system with participation of Deputy Chairman of the Cabinet of Ministers T. Atahalliyev and provincial governors. The meeting addressed issues related to the country&rsquo;s agricultural sector and the ongoing regional activities.

The governors reported on the progress of ongoing seasonal agricultural work in the regions.

President of Turkmenistan Held a Working Meeting via Digital System

On July 3, 2025, a meeting was held at the Embassy of Turkmenistan in Islamabad with a delegation led by the Secretary General of the International Parliamentarians Congress (IPC), Senator Ms. Sitara Ayaz, during which ways of developing inter-parliamentary relations between Turkmenistan and the IPC were discussed.

At the beginning of the meeting, the Turkmen side made a presentation highlighting Turkmenistan&rsquo;s commitment to a peaceful foreign policy and the status of permanent neutrality as the basis of its international activities, the country&rsquo;s potential in various areas, key economic and infrastructure projects, as well as inter-parliamentary relations of the Mejlis of Turkmenistan with the parliaments of other countries and international parliamentary organizations.

The article by a prominent Russian politician and statesman describes the uniqueness of Turkmen neutrality, emphasizing the undoubted value of the experience of its application for peacekeeping purposes both for the Central Asian region and in the global dimension.

The author states that Turkmenistan&rsquo;s ideas about equal and balanced interstate dialogue based on firm adherence to the fundamental goals and principles of the UN Charter are consonant with Russian approaches to international affairs.

According to G. Karasin, the dynamic and trusting nature of the dialogue between the two countries is set by the Presidents of Turkmenistan and the Russian Federation &ndash; S.Berdimuhamedov and V.Putin.

New Issue of «Arkadagly Ýaşlar» Magazine Presented to Readers

On July 5, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov made a working visit to Ashgabat and the city of Arkadag. During the visit, Deputy Chairman of the Cabinet of Ministers B. Annammammedov, who oversees the construction sector and Ashgabat, reported on the ongoing construction projects in the country, following the President&rsquo;s instructions, and asked the Hero-Arkadag for relevant recommendations.

Under the leadership of President Serdar Berdimuhamedov, large-scale reforms initiated by the Hero-Arkadag are being actively implemented, with special focus on the construction and reconstruction of sectoral facilities, including in the healthcare system.

Early in the morning, the Hero-Arkadag arrived in the southeastern part of Ashgabat, where Deputy PM Annammammedov reported on the pace of construction of medical institutions and the plans for new health centers.

The Deputy PM also appealed to Arkadag the Doctor for valuable advice on improving the country&rsquo;s healthcare institutions, the construction of the Myrat Garryyev State Medical University hospital complex, and the training of highly qualified personnel.

After reviewing project layouts and site plans, the Hero-Arkadag, a Merited Architect of Turkmenistan, made a number of comments. He emphasized that the state places great importance on promoting healthy lifestyles, protecting public health, and ensuring all-round development of children.

In particular, projects like the Myrat Garryyev Medical University complex, the Indira Gandhi Ashgabat Medical College, and educational-methodological centers should be approached comprehensively and responsibly. Special attention must be paid to the seismic resilience of buildings.

The Hero-Arkadag underlined that &ldquo;it is better to prevent a disease than to treat it.&rdquo; In 1995, he initiated the National Health Program &ldquo;Saglyk,&rdquo; and in 2015, a new edition was adopted. This highlights the integrated approach practiced in Turkmenistan&rsquo;s healthcare system.

He noted that the current work of the Ministry of Health and Medical Industry does not meet the requirements of the time. President Serdar Berdimuhamedov also expressed dissatisfaction with the leadership in this area. Therefore, modern technologies and digital systems should be actively introduced, and doctors should continuously improve their experience and qualifications.

The Hero-Arkadag stressed the need for smooth traffic to health centers in the southern part of the capital and emphasized joint efforts with relevant agencies.

He also emphasized the importance of equipping facilities with modern technologies, improving the professional skills of healthcare workers, and expanding international cooperation &mdash; which would enhance local specialists&#39; experience and adoption of advanced medical technologies.

The Hero-Arkadag recommended that Deputy PM Annammammedov report to the President on the feasibility of constructing facilities like the Myrat Garryyev hospital complex, the Indira Gandhi Medical School, residential buildings for teachers (especially young ones), and dormitories for students.

Then the Hero-Arkadag headed toward the city of Arkadag by helicopter, surveying ongoing and completed medical construction projects. Over 70% of the construction work is concentrated in the social sector, showing state-level care for citizens&#39; living conditions.

The second phase of construction in Arkadag, being implemented as part of the &ldquo;smart city&rdquo; concept initiated by the Hero-Arkadag, is progressing rapidly. From the air, he reviewed medical cluster sites, carpet production enterprises, and other infrastructure developments.

He emphasized a comprehensive approach to ensuring the durability and quality of construction materials and transportation infrastructure.

The city of Arkadag fully meets high international standards. Its cultural, social, industrial, and recreational zones form a harmonious whole. From the sky, it appears even more magnificent &mdash; a testament to the work of designers and builders.

The Hero-Arkadag&rsquo;s helicopter turned back toward the capital.

Transport capabilities in Ashgabat are expanding. Under the President&rsquo;s leadership, logistics systems are being modernized. New aircraft are being added to the fleet, demonstrating the growing demand for passenger and cargo transport.

Later, the Hero-Arkadag inspected advanced health centers in the south of the capital, which meet international standards and provide high-quality services. This confirms the successful implementation of the &ldquo;Saglyk&rdquo; program.

Construction and reconstruction must comply with international standards, and new technologies must be widely used. Durable and high-quality materials should be employed, and comfortable conditions should be created for healthcare workers &mdash; a key to ensuring high service quality.

Modern health centers in the northern part of the capital, such as those in the Choganly residential area, also meet international standards &mdash; a clear result of Turkmenistan&rsquo;s integrated healthcare development.

From the helicopter, the Hero-Arkadag inspected existing facilities, including newly opened ones and the Dental Center nearing completion. They blend harmoniously with the city&rsquo;s architecture and development plans.

He emphasized that social infrastructure projects must be implemented properly, and favorable living and working conditions must be created.

The helicopter made a final round over the northeastern part of the capital and landed.

This working visit and the Hero-Arkadag&rsquo;s recommendations will serve as an important impetus for the country&rsquo;s dynamic socio-economic progress.

State Concern “Türkmengaz” to Strengthen Its Technical Base With New Geophysical Equipment

On July 4, 2025, in the city of Khankendi, the delegation of Turkmenistan headed by the Minister of Foreign Affairs of Turkmenistan Rashid Meredov took part in the 17th summit of the Economic Cooperation Organization (ECO) &ldquo;New ECO Vision for a Sustainable and Climate-Resilient Future&rdquo;.

During the event, it was noted that the summit became a high-level platform for strengthening multilateral cooperation, coordinating efforts and developing agreed solutions aimed at ensuring sustainable, inclusive and balanced development.

In his speech, the Minister of Foreign Affairs of Turkmenistan R. Meredov emphasized the importance of adopting a new program document, which is designed to define the goals and priorities of economic cooperation of the ECO member countries until 2035.

Turkmenistan confirmed its commitment to the principles of multilateral cooperation within the ECO, highlighting priority areas such as the creation of effective logistics routes, diversification of energy supply routes, development of green energy, elimination of barriers to trade development, attraction of investment and development of cooperation in the field of modern technologies and innovations.

In this context, it was proposed to consider the possibility of creating a mechanism for coordinating the energy policies of ECO member states to ensure reliable supplies of energy resources and strengthen the energy security of the region.

In order to further develop the transport and transit potential of the ECO, it was proposed to carry out work on the further integration of transport and logistics systems.

The advisability of intensifying direct contacts between business circles, including through the use of opportunities for cooperation between chambers of commerce and industry, was also noted.
