Turkmenistan, being an active participant in global processes and a supporter of the principles of multilateral diplomacy, demonstrates progressive development of cooperation with the United Nations.

The choice of Turkmenistan as the host of the Third UN Conference on Landlocked Developing Countries (LLDCs) is a recognition of its role in regional and international politics, as well as its commitment to sustainable development and partnership.

In addition to traditional areas of cooperation, such as peacekeeping, humanitarian activities and the achievement of the Sustainable Development Goals (SDGs), there is a noticeable expansion of interaction with the UN in the area of economic development. This includes not only government initiatives, but also the increasingly active involvement of the private sector of Turkmenistan in the implementation of joint projects and programs. It is this aspect &ndash; the role of entrepreneurship in the context of cooperation with the UN and the upcoming LLDC conference &ndash; that deserves special attention.

In recent years, our country has taken a course towards economic diversification and the development of market relations, which has led to a significant strengthening of the position of the private sector.

Entrepreneurship in Turkmenistan is actively developing, covering various sectors &ndash; from agriculture and consumer goods production to services, construction and high technologies. Preferential lending, tax breaks and the creation of a favorable investment climate in the country play a key role in the growth of small and medium-sized businesses.

In addition, such important initiatives are being put forward as promoting entrepreneurial endeavors of citizens, stimulating investment activity, privatizing state property and creating joint-stock companies, implementing scientifically sound economic policies in the context of market relations, which will result in the full provision of the domestic market with domestically produced goods.

Legislation regulating related relations is being improved, and effective budget, tax and banking policies are being implemented. The Program &quot;Revival of a New Era of a Powerful State: National Program for Socio-Economic Development of Turkmenistan in 2022&ndash;2052&quot; and the &quot;Program for Socio-Economic Development and Investments of Turkmenistan in 2025&quot; attach great importance to the widespread introduction of public-private partnerships, effective business practices, and the active involvement of entrepreneurs in these activities in a market economy.

The definition of privatization of state property and the transformation of enterprises into joint-stock companies as priority tasks is an effective tool that helps stimulate private investment activity and the widespread use of entrepreneurial potential in all sectors of the economy.

At the initiative of the Union of Industrialists and Entrepreneurs of the country, the business society &quot; Hil standard &raquo; A Laboratory Center for Food Safety Expertise has been established in Turkmenistan, the competence of which has been confirmed by International Accreditation according to ISO / IEC 17025:2017. The high quality and environmental safety of food products produced by domestic enterprises is evidenced by the received international ISO and HACCP certificates .

The creation of the &ldquo;Made in Turkmenistan&rdquo; brand and the definition of criteria for its assignment significantly increases the responsibility of local manufacturers, as well as the prestige of our state as a manufacturer of products competitive on the international market, and contributes to increasing export potential and attracting investment.

The private sector is becoming the driving force of innovation and facilitating the creation of new jobs, making a significant contribution to the formation of the country&#39;s GDP. Domestic entrepreneurs are actively mastering modern technologies, improving the quality of products and services, and entering international markets. This dynamic confirms the ability of national businesses to adapt to changing conditions and realize their potential in the global economy.

The development of the non-governmental sector is inextricably linked to the implementation of national programs and strategies aimed at achieving the SDGs. Entrepreneurs are increasingly integrating the principles of sustainable development into their activities, implementing projects that contribute to improving the environmental situation, social responsibility and economic growth. Thus, the private sector is not only a source of economic prosperity, but also an important partner in achieving the country&#39;s long-term development goals.

In line with the times, the country pays special attention to improving the scientific and educational base. Thus, in 2025, marked by the 30th anniversary of Turkmenistan&#39;s acquisition of the status of permanent neutrality and the 80th anniversary of the founding of the UN, a qualitatively new stage in the history of domestic entrepreneurship was opened, the accelerated development of which remains one of the key factors in the formation of a competitive national economy.

Steadily continuing the balanced strategy of socio-economic development of the country initiated by the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Hero-Arkadag, President Serdar Berdimuhamedov emphasizes the need to expand the private sector, which plays an important role in increasing Turkmenistan&#39;s export capabilities, creating new industrial production, and strengthening food abundance.

In response to modern challenges and with the aim of strengthening scientific and educational potential, the head of state signed a decree on the establishment of the International University of Industrialists and Entrepreneurs. This decision, taken at a meeting of the Cabinet of Ministers on June 27 of this year, was initiated by the Board of the Union of Industrialists and Entrepreneurs of Turkmenistan.

The new higher education institution is designed to provide training, retraining and advanced training for personnel for the entrepreneurial and business sectors. The international university, which will be located in the new building, will begin accepting students for undergraduate programs in the 2025-2026 academic year.

According to the document, the Ministry of Education is instructed to provide assistance in the development and approval of the Charter and structure of the university, as well as in its licensing and state accreditation procedures. Curricula will be developed in accordance with international standards. It is planned to attract foreign teachers and specialists to conduct classes.

The International University of Industrialists and Entrepreneurs will become a key centre for training highly qualified personnel capable of promoting the further development of the private sector of the economy and contributing to the sustainable prosperity of the country.

Within the framework of the Third UN Conference on Landlocked Developing Countries, it is planned to organize a Private Sector Forum, which will become a unique platform for strengthening the position of small and medium-sized businesses of Turkmenistan and their integration into global supply chains. Realizing the importance of entrepreneurship for landlocked developing countries, the organizers of the Forum pay special attention to its role in overcoming challenges related to geographical location.

The Conference will feature special sessions and events dedicated to entrepreneurship, investment attraction, development of logistics and transport corridors, and expansion of trade ties. Turkmen entrepreneurs will have the opportunity to present their projects, exchange experiences with colleagues from other countries, and establish new business contacts. This will create favorable conditions for concluding mutually beneficial agreements and implementing joint initiatives.

Particular attention will be paid to digitalization and the introduction of innovative technologies in the private sector. Landlocked developing countries are faced with the need to find new ways to ensure competitiveness, and digital solutions can be one of the key tools in this process. Our country&#39;s international business relations have been specified in a number of signed agreements and the establishment of partnerships with global business circles, as well as in the opening of trade missions and trading houses abroad.

The importance of developing international contacts for domestic businessmen is also evidenced by the meetings with foreign colleagues held in 2024 at various venues.

In this regard, it should be noted that during the official visit of President Serdar Berdimuhamedov to Malaysia in December 2024, a number of documents were signed, including a Memorandum of Understanding between the Chamber of Commerce and Industry of Turkmenistan and the National Chamber of Commerce and Industry of Malaysia.

In September 2024, during the Investment Forum held in Ashgabat, a Memorandum of Understanding on cooperation in the textile industry was signed between the German company Trutzschler Group SE and the Ministry of Textile Industry of Turkmenistan.

The agenda of the joint business forum of the countries participating in the Central Asia&ndash;Japan Dialogue, which took place in the capital of the Republic of Kazakhstan in August last year, included key aspects of regional integration, plans for further expansion of multilateral cooperation and support for industrial cooperation projects, as well as the implementation of joint programs in priority areas.

Presentations of new products and investment projects of private enterprises of Turkmenistan also took place. In this regard, special attention was paid to the economic efficiency of the proposed projects and their compliance with environmental requirements.

Turkmenistan and Qatar discussed a wide range of issues of bilateral and international cooperation

A regional training seminar on &quot;Security and Risk Management in Seaports&quot; was held at the International Seaport of Turkmenbashi.

The event was organized by the State Customs Service of Turkmenistan jointly with the United Nations Office on Drugs and Crime (UNODC). In a few days, Turkmenistan will host the Third UN Conference on Landlocked Developing Countries (LLDCs), an event of global significance associated with changes in the lives of over 570 million people living in 32 countries located on different continents. The solution to their special problems associated with overcoming geographical isolation, expanding access to investment, world trade markets and integration into the world economy is closely linked to the achievement of the Sustainable Development Goals common to all mankind. The UN Conferences on LLDCs, held once a decade, are important platforms for analyzing the progress achieved in the development of these countries and defining an action program for the next decade.

The first UN Conference on Landlocked Developing Countries was held in Almaty, Kazakhstan in August 2003, with the main theme of addressing the special needs of landlocked developing countries within a new global framework for transit cooperation between LLDCs and transit developing countries. The resulting Almaty Programme of Action highlighted the problems of landlockedness and other challenges faced by LLDCs at the international level and set targets for improving their macroeconomic situation, consistent with the decisions of all UN global development conferences.

A comprehensive assessment of the implementation of the 10-year Almaty Programme of Action was given at the Second UN Conference on LLDCs, which was held in Vienna, Austria, in November 2014. The Forum reaffirmed the global commitment to addressing the special development needs and challenges of LLDCs and helped mobilize the international community to provide support and take action in the interests of LLDCs.

At the same time, an updated framework program for partnership for development for the next decade was adopted &ndash; the Vienna Programme of Action for 2014&ndash;2024, aimed at expanding the opportunities for LLDCs to participate in international trade on fair and competitive terms. The document included support from the international community in infrastructure development, simplification of transit and trade procedures, reduction of transit costs, as well as more effective supervision of the successful implementation of the new Programme of Action.

On April 11, 2025, at the 63rd plenary meeting of the 79th session of the UN General Assembly in New York, the Resolution &quot;Additional information on the modalities of the Third UN Conference on Landlocked Developing Countries&quot; was unanimously adopted, providing for its holding in August of this year in the Avaza National Tourist Zone. This decision became another confirmation of the strategic partnership between the UN and Turkmenistan, recognition of its international authority and active participation in world affairs.

For our country, which is celebrating this year the 30th anniversary of its legal status of permanent neutrality, three times recognized by the UN, the initiative to host this large-scale representative Forum means the consistent implementation of the constructive policy, conducted under the leadership of President Serdar Berdimuhamedov and the National Leader of the Turkmen people Gurbanguly Berdimuhamedov, aimed at supporting international cooperation for sustainable development, creating a fair and prosperous future for all.

In the current context of increasing geopolitical tensions, which have led to the fragmentation of the global economy, trade and investment, and changes in the configuration of the global transport and transit system, the Third UN Conference on LLDCs is called upon to respond to new challenges for these countries, to direct the efforts of the international community to find ways for their development and integration into the global economy. The main theme of the upcoming Forum is &quot;Ensuring Progress through Partnerships&quot;. Since landlocked developing countries are more dependent on their neighbors for trade, travel and investment, cooperation is vital for them. The basis of interaction is trust, the importance of which in ensuring peace and development is emphasized by the UN Resolution on declaring 2025, at the initiative of Turkmenistan, the &quot;International Year of Peace and Trust&quot;.

In addition, the Third UN Conference on LLDCs will be aimed at strengthening partnerships, sharing experiences, finding innovative solutions, mobilizing resources for infrastructure development and adaptation to climate change. Cooperation involves constructive interaction not only between LLDCs, transit countries and international structures, but also with various social forces. As noted on the UN website, the Conference will actively interact with various groups, each of which presents its own points of view and innovative solutions designed to help unlock the potential of LLDCs.

Many stakeholders are expected to contribute to the discussion and development of strategies to overcome the challenges faced by LLDCs in achieving the Sustainable Development Goals. For example, the UN considers civil society participation in the Third Conference to be key to raising the voice of grassroots actors and mobilizing support for a new generation of measures to help transform the economies of LLDCs to harness their potential for prosperity and stability. The active participation of the private sector will be critical in implementing the Programme of Action to identify ways to ensure market access for landlocked countries.

As highlighted in the UN information, LLDCs represent a growing market of 570 million people, projected to exceed 1 billion by 2060, valued today at US$836 billion. Entrepreneurial activity in these countries can provide new impetus and conditions for creating economic opportunities tailored to local needs and circumstances. Through investment and participation in international trade activities of multinational enterprises, LLDCs can integrate into global and regional value chains.

The UN recognizes the importance of taking into account the views, ideas and proposals of young people in the decision-making process at the international level. In this context, the involvement of representatives of the younger generation in the Awaza LLDC Conference will serve as a source of creative energy and enthusiasm, contributing to the development of a sense of ownership of positive changes in their countries and regions, as well as responsibility for implementing these changes.

The Conference will include a Parliamentary Forum with the participation of LLDC leaders and speakers of parliaments to lead and drive the implementation processes. The Forum aims to develop a dialogue to advance the Programme of Action. It is expected to result in a document to promote sustainable development in landlocked developing countries in the coming decade.

The draft programme for the Third LLDC Conference published by the UN includes pre-opening events. In particular, the opening of the Civil Society Forum, as well as the Youth and Parliamentary Forums, is scheduled for August 4. The Private Sector Forum and the Intergenerational Dialogue are scheduled for August 5. Women leaders&#39; meetings and other parallel events will also be held on the sidelines of the Conference.

Based on the signed Agreement between the Government of Turkmenistan and the United Nations on the procedure for organizing the Third UN Conference on Landlocked Developing Countries, in coordination with the relevant UN structures, large-scale and comprehensive work has been carried out to prepare for holding the Conference at a high organizational level. A special Resolution of the President of Turkmenistan signed on July 4 is aimed at this.

Continuing on the topic, it is worth noting the meeting of the Organizing State Committee, held on July 13, 2025 by the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty Gurbanguly Berdimuhamedov, with the participation of members of the Government, heads of ministries and departments. It considered various aspects of the preparation and holding of this major international event, assessed the work done and specified the upcoming tasks.

As Hero-Arkadag noted, the Conference is scheduled to hold many events of political-diplomatic, trade-economic and cultural-humanitarian nature. The upcoming events will cover seven main areas, high-level forums, accompanying events that will be organized by the participating states of the Conference, international organizations and institutions, as well as the Turkmen side.

These include events dedicated to land transport and communications, the International Year of Peace and Trust, youth policy, sustainable energy, circular economy; thematic exhibitions; national days of the Central Asian states, as well as a gala concert of cultural figures and artists.

Hero-Arkadag began assessing the readiness of the Avaza National Tourist Zone to receive numerous foreign delegations and guests of the Conference by familiarizing himself with the modern equipment of the Turkmenbashi International Airport, with the conditions created here and the services provided. The complex of works carried out to modernize the airport infrastructure allows us to meet the participants of the Third UN Conference on Landlocked Developing Countries in accordance with the original traditions of Turkmen hospitality.

Turkmenistan and the Republic of Seychelles discussed preparation for the UN Conference on Landlocked Countries

On July 30, the President of Turkmenistan Serdar Berdimuhamedov left for the Balkan velayat. The head of state got acquainted with the preparations for the Third UN Conference on Landlocked Developing Countries. This was reported by the state information agency &quot;Turkmenistan Today&quot;.

The head of Turkmenistan made a working visit to the Balkan velayat

A meeting with a high-ranking politician and head of the Diplomatic Friendship Group of Pakistan, Muhammad Ali Durrani, was held at the Embassy of Turkmenistan in Pakistan.

The guest was introduced to the foreign policy concept of permanent neutrality of Turkmenistan, trade and economic opportunities and investment potential of the country. He was also told about the favorable conditions created in Turkmenistan for international partnership.

The Turkmen side expressed its interest in further strengthening cooperation and expanding trade and economic relations with Pakistan.

In this context, proposals were made to hold joint exhibitions and investment forums, and exchange business delegations.

Turkmenistan and Pakistan discussed opportunities for expanding trade and economic relations

On July 30, a new avenue and a modern bridge were inaugurated in the city of Arkadag. The opening ceremony took place at the intersection of G&ouml;kdepe and Ke&yacute;mir k&ouml;r avenues.

The width of the roadway on each side of the bridge, constructed by domestic entrepreneurs, is over 12 meters, and the width of its dividing strip is 5 meters. Pedestrian and green lanes are located on both sides of the bridge.

The bridge has a height of 9 meters, a length of 627 meters, and a width of 29.5 meters. The roads, which ensure the coordinated movement of vehicles over and under the bridge, are designed in accordance with modern requirements, which speaks to the continuation of good deeds in our country under the leadership of the head of state.

Along with the transport bridge, Ke&yacute;mir k&ouml;r avenue, which meets the demands of the time, has also been built in the city of Arkadag. This demonstrates a comprehensive approach to the implementation of large-scale construction unfolding in the country.

A new avenue and a modern bridge were opened in the city of Arkadag

At the regular Cabinet of Ministers meeting held on Friday, Deputy Chairman of the Cabinet of Ministers M&auml;mmetkhan Chakyyev presented to President Serdar Berdimuhamedov a proposal regarding the &quot;Electronic Government&quot; system. The President approved the proposal.

The new platform, implemented by the Ministry of Communications of Turkmenistan in cooperation with the United Nations Development Programme (UNDP), now connects 10 ministries and agencies, and integrates 12 state electronic services.

To ensure secure information exchange, cybersecurity servers have been installed. All electronic services are integrated through the &quot;X-Road&quot; platform, which enables government bodies to provide services to citizens quickly and securely, while also reducing costs and enhancing data protection.

As part of the project, phased training courses were organized for 75 specialists from the Ministry of Communications and participating agencies. The training covered the use of the &quot;X-Road&quot; platform, networking technologies based on &quot;Cisco CCNA&quot; and &quot;Cisco CCNP&quot; programs, as well as programming languages such as &quot;Linux&quot;, &quot;Java&quot;, and &quot;Python&quot;. All participants received appropriate certificates.

The implementation of this system will provide 24/7 access to information, simplify interagency data exchange, and expand the range of electronic services. This will promote the development of electronic document management, reduce administrative costs through automation, and systematize the delivery of public services to the population.

Turkmenistan Launches Interagency Electronic Data Exchange System

On July 28, the next meeting of the Intergovernmental Turkmen-Azerbaijani Commission on Economic Cooperation was held in Baku.

The Turkmen delegation was headed by Deputy Chairman of the Cabinet of Ministers of Turkmenistan, Nokerguly Atagulyyev, while the Azerbaijani delegation was led by the Minister of Economy Mikayil Jabbarov.

During the meeting, the parties emphasized the positive nature of cooperation between the two countries, covering important areas such as trade and economy, energy, transport, and cultural-humanitarian sectors. It was also noted that there are ample opportunities for expanding cooperation in the energy sector.

Special attention was given to the positive dynamics of transit transportation between the two countries.

The sides discussed the need to enhance the involvement of private sector representatives from both countries, including their participation in trade events, exhibitions, and forums held in Turkmenistan and Azerbaijan.

Furthermore, the parties highlighted the potential for further expansion and strengthening of cooperation in the fields of energy and oil and gas, chemical industry, transport and communications, agriculture and food industry, environmental protection, as well as in the cultural and humanitarian domains.

Following the meeting, the Protocol of the 8th session of the Intergovernmental Turkmen-Azerbaijani Commission on Economic Cooperation was signed. The document envisages expanding cooperation in trade-economic, energy, transport, agricultural, and other spheres.

Turkmenistan and Azerbaijan to Expand Cooperation in Energy and Transport

On July 30, entrance exams for higher education institutions began in Turkmenistan following the completion of the application period for specialist, bachelor&#39;s, and master&#39;s programs.

The examination campaign is being conducted in stages across different regions and institutions and will continue until August 20. One of the first to start the entrance exams was Magtymguly Turkmen State University, with other regional universities to follow.

Particular attention is being paid to a newly established institution &mdash; the International University for Industrialists and Entrepreneurs &mdash; which is enrolling students for the first time in eight modern disciplines, including IT, mechanical engineering, economics, and law. The new university is based on the &ldquo;University 4.0&rdquo; model, integrating education, science, and innovation, and is geared toward the needs of the private sector and digital economy.

Starting from the 2025&ndash;2026 academic year, 13 new specialties will be introduced in a number of universities, including artificial intelligence systems, information technology, energy efficiency, banking, taxation, and analytics. These programs are being launched in response to growing demand from the real sector and the rapid development of the national economy.

According to the Ministry of Education, the key goal of the reforms is to train a new generation of professionals capable of working effectively in an era of digitalization and technological modernization. President Serdar Berdimuhamedov&rsquo;s remarks on the need to improve education and the quality of personnel training serve as a guiding principle for the entire higher education system of Turkmenistan.

Children’s Drawing Contest Dedicated to Turkmenistan’s Year Motto Held in Tokyo

At the Cabinet of Ministers meeting held on July 25, Deputy Prime Minister of Turkmenistan Khojamyrat Geldimyradov reported to President Serdar Berdimuhamedov on the ongoing preparations for international events scheduled under Turkmenistan&rsquo;s chairmanship in 2025 in the United Nations Special Programme for the Economies of Central Asia (SPECA).

According to the relevant plan, an Economic Forum, the 20th session of the Governing Council, sectoral working group meetings, and other events are planned to be held in Ashgabat in November&ndash;December of this year. Turkmenistan to Host Large-Scale Events under its Chairmanship in the UN Programme

On August 23 of this year, a meeting of pedagogical workers is scheduled to take place in Ashgabat, focusing on the priority tasks for the 2025&ndash;2026 academic year.

The event will include a review of the implementation of the objectives set by the President for improving the education system and ensuring high-quality teaching in the past academic year. New goals for the upcoming academic year will also be identified.

Priority tasks for the 2025-2026 academic year to be discussed in Ashgabat

On July 25, 2025, the delegation of Turkmenistan, headed by Deputy Chairman of the Cabinet of Ministers of Turkmenistan Nokerguly Atagulyev, took part in the International Environmental Conference, which was held in the Altai Republic of the Russian Federation.

On July 28, the Year of Peace and Trust, a reporting meeting was held at the central building of Turkmenistan&rsquo;s oil and gas complex to review the outcomes of the sector&rsquo;s work over the past seven months.
