On September 19, President Serdar Berdimuhamedov delivered a speech at the meeting of the Halk Maslahaty of Turkmenistan, held on the eve of the country&rsquo;s Independence Day.

&quot;Today, we are holding a meeting of the Halk Maslahaty of Turkmenistan, at which we will define the tasks for the further development of our independent state. In order to successfully implement these tasks, important documents will be adopted.

We attach special importance to the program-based development of the economy. Based on new technologies and innovations, we are achieving significant success in building a modern economy.

By consistently improving the social and living standards of the population and ensuring sustainable development, we have significantly strengthened the foundation of our economy.

Since the beginning of this year, GDP growth has remained stable at 6.3 percent, which demonstrates the successful implementation of the reforms taking place in the country.

According to the &lsquo;Program of Socio-Economic Development of Turkmenistan and Investments for 2025,&rsquo; by the end of this year, 40 billion 72 million manats in capital investments will be utilized for the prosperity of the Homeland. This will make it possible to construct and modernize new facilities for production and socio-cultural purposes.

The construction of new settlements and villages, as well as modern housing, continues actively across the country. The volume of preferential and consumer loans provided to the population, especially young families for purchasing housing, is steadily increasing,&quot; the head of state emphasized.

The President also noted that extensive work is underway in the country in the extraction, processing, and export of hydrocarbon resources. This year, particular attention will be given to the development of the oil and gas sector, the construction of new specialized complexes for processing oil and natural gas, and the improvement of geological exploration efforts.

&quot;One of the leading sectors of the economy is also the trade complex. Goods bearing the &#39;Made in Turkmenistan&#39; label are in high demand on the global market.

The volume of exported products is steadily increasing, and the geography of export markets is expanding. Special importance in enhancing international partnerships in this area is given to exhibitions and conferences being held.

Effective work is being carried out in the transport and communications sector. Relevant activities are underway to develop passenger and freight transportation by all modes of transport and to fully utilize international transport and transit potential. In his speech, President Serdar Berdimuhamedov noted that the country&rsquo;s economy continues to grow at a dynamic pace: in 2025, GDP growth reached 6.3%. Large-scale efforts are underway to modernize industry, develop agriculture, strengthen the transport and logistics system, and expand the country&rsquo;s export potential.

Key areas highlighted include: the creation of new etraps (districts) in the country&rsquo;s regions, the harvesting of over 1.4 million tons of wheat and the preparation for delivering 1.25 million tons of cotton, the construction of new medical and educational complexes in Ashgabat and velayat centers, the implementation of Turkmenistan&rsquo;s climate strategy and projects aimed at reducing methane emissions, and the development of the digital economy and entrepreneurship.

On the international agenda, it was emphasized that Turkmenistan is confidently strengthening its status as a neutral state. This year, the Third UN Conference on Landlocked Developing Countries was held in the Avaza National Tourist Zone, during which the Programme of Action for 2024&ndash;2034 was adopted. The National Leader specifically noted that in December, Turkmenistan, together with the international community, will celebrate the 30th anniversary of its neutrality &mdash; an important factor in strengthening peace, stability, and international cooperation.

Following the meeting, President Serdar Berdimuhamedov signed a number of resolutions, including the establishment of new etrap administrations and the construction of a modern urea production plant in the Balkan Velayat with a capacity of 1 million 155 thousand tons per year.

The session concluded with a solemn ceremony honoring respected elders and mothers with state awards. Priorities of Turkmenistan’s Socio-Economic Development Discussed at the Halk Maslahaty

Representative government institutions play an important role in reforms aimed at improving the legal status of government bodies and increasing their activity, which are being implemented based on the initiatives of Hero Arkadag and the efforts of Arkadagly Hero Serdar.

After all, the main task of representative government is to speak on behalf of the people and protect the interests of various segments of the population. The participation of young people at the session of the Halk Maslahaty of Turkmenistan demonstrates the high level of trust placed in them

Turkmenistan views the 80th anniversary session of the United Nations General Assembly as an important stage in international efforts to strengthen peace and stability.

During the upcoming General Assembly session, our country will continue to contribute to the advancement of the President of Turkmenistan&rsquo;s international initiatives on key global and regional issues.

<h3>PEACE AND SECURITY</h3>

In accordance with UN General Assembly Resolution 79/274, &ldquo;Permanent Neutrality of Turkmenistan&rdquo;, our country intends to actively participate in the development of a Guidance Document on Observance and Implementation of the Principles of Neutrality for the sake of peace and security. Turkmenistan will also initiate consultations on the establishment of a UN-affiliated Mediation Chamber for Peace in Turkmenistan, which would enhance the role of neutral states in peace negotiations and conflict resolution.

Turkmenistan will further propose consideration of a draft resolution entitled &ldquo;The Role and Importance of the Policy of Neutrality in Maintaining and Strengthening International Peace, Security, and the Process of Sustainable Development&rdquo;, to be reviewed in the first half of 2026, based on the resolution previously adopted in 2020.

Following consultations with the UN Office of Counter-Terrorism (UNOCT), Turkmenistan proposes to establish a Permanent UNOCT Programme Office for Early Warning of Terrorism in Ashgabat. This office would operate globally, drawing on the early warning experience in Central Asia.

<h3>SUSTAINABLE DEVELOPMENT, TRANSPORT AND ENERGY</h3>

Turkmenistan will initiate the proclamation of a UN Decade on Sustainable Transport (2026&ndash;2035) by presenting a corresponding draft resolution.

Our country will submit a draft resolution entitled &ldquo;The Key Role of Reliable and Stable Energy Connectivity in Ensuring Sustainable Development&rdquo; to the Second Committee of the UN General Assembly, as part of the implementation of Resolution 78/149, adopted on December 19, 2023, at Turkmenistan&rsquo;s initiative.

Turkmenistan also plans to put forward an initiative to create a Global Platform on Digital Integration under the auspices of the UN, based on the principles of equality, trust, and the inadmissibility of the misuse of information and communication technologies to the detriment of peace, security, and sustainable development.

<h3>ENVIRONMENT, CLIMATE, AND WATER RESOURCES</h3>

Turkmenistan will propose the establishment of a Regional Center for Combating Desertification for Central Asian countries.

Our country will promote the development and adoption of Regional UN Conventions on the Amu Darya and Syr Darya river basins.

We will also advocate for the Caspian Environmental Initiative, announced by the President of Turkmenistan at the 78th session of the UN General Assembly. This initiative aims to become an international platform for preserving the Caspian Sea ecosystem. A key step will be the Second Caspian Environmental Forum, proposed for 2026.

Turkmenistan will continue work on establishing a Regional Center for Climate Change Technologies in Central Asia.

<h3>HUMANITARIAN COOPERATION</h3>

Turkmenistan will propose holding international consultations on &ldquo;Women, Peace, and Security&rdquo; within the framework of the Central Asian Women&rsquo;s Dialogue. This format will strengthen the role of women in peacebuilding and regional cooperation.

Our country will continue to support the Central Asian Youth Dialogue, expanding its activities within the global agenda on &ldquo;Youth, Peace, and Security.&rdquo;

Turkmenistan will submit an initiative to proclaim an International Day of Multilingual Diplomacy. This aims to foster trust, mutual understanding, and dialogue among nations through respect for linguistic and cultural diversity.

Turkmenistan also proposes the establishment of a Regional Platform for Youth Peacebuilding in Ashgabat. This center will serve as an international educational and dialogue platform for training young professionals in diplomacy, peacebuilding, and promoting a culture of tolerance.

<h3>INTERNATIONAL LAW AND COOPERATION WITH THE UNITED NATIONS</h3>

Turkmenistan will propose declaring 2028 as the Year of International Law, a significant step in strengthening the legal foundations of peace and cooperation.

Our country will also campaign for election to the UN Security Council as a non-permanent member for the 2031&ndash;2032 term, as well as other elective bodies, affirming our commitment to active multilateral engagement.

As a depository state of the Treaty on a Nuclear-Weapon-Free Zone in Central Asia and a party to major disarmament treaties, Turkmenistan will continue to uphold non-proliferation principles. The country intends to participate actively in the Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and other forums, support the Treaty on the Prohibition of Nuclear Weapons, and continue studying the possibility of joining it.

<h3>CONCLUSION</h3>

At the 80th anniversary session of the United Nations General Assembly, Turkmenistan will promote a comprehensive approach to security and sustainable development, based on the principles of neutrality, trust, and multilateral cooperation. The eleventh meeting of the High Level Working Group (HLWG) on Caspian Sea issues began its work at the Ministry of Foreign Affairs of Turkmenistan on September 15. Delegations from Turkmenistan, Azerbaijan, Iran, Kazakhstan and Russia took part in the event.
